位於澳門新口岸人工島觀音蓮花苑。觀音頭向左傾，側身俯視觀照、垂顧無邊眾生，眉間有白毫，神情慈和。披帛巾，菩薩為白衣大士之姿，故著長袍，頭巾與長袍左側，迎風翻揚，甚具律動感。雙手抱於胸前籠袖，袍下微露左腳，跣足立於台座上。
此像由澳葡政府（1553～1999）策劃興建，葡萄牙雕塑設計師李潔蓮（Cristina Rocha Leiria）設計，是中葡友好紀念物之一，與傳統的觀音形象不同。造型簡潔，身形頎長，線條優美。
觀音下方為一外飾蓮瓣的半球體建築，高7公尺，直徑19.5公尺，面積約600平方公尺，內部樓高兩層，設有展覽廳及圖書館。
