甘肅省酒泉市敦煌市莫高窟第17窟出土。為九世紀上半葉之作，多處缺損。依據《觀無量壽經》繪製。此經以阿闍世王未生怨的故事為開端，宣講通過十六觀等修行進入西方淨土之法門。此圖中央主體畫面表現西方淨土的景象，右側條幅連環畫為未生怨，左側條幅描繪佛為韋提希夫人宣說的十六觀。
淨土圖以阿彌陀佛為中心，觀音、大勢至菩薩及眾菩薩圍繞其側。佛前的寶台繪六身樂伎，中央一天人舞蹈。最前方二寶台上各繪佛、菩薩及供養菩薩。寶池中有撥彈琵琶的金翅鳥、孔雀、鸚鵡和化生童子。佛身後的天宮樓閣均為重樓，蔚為壯觀，斗栱、柱子、勾欄等細部較為簡略，並不突顯建築的內部空間。
淨土圖兩側各以一條菱格邊飾區隔條幅畫面，未生怨及十六觀的每個場景均有榜題。
