此圖係唐（618～907）周昉所創造的水月觀音的一種變體。觀音帶圓形頭光，束髮戴冠，面相清秀，嘴唇上端及頦下有髭鬚，青色頭髮和繒帶垂肩，頸戴珠鍊、項圈，臂腕佩釧。內著青色袒右僧祇支，雙肩及臂間繞薄透披肩及帔帛，下著淡紅色長裙，自在地坐於坡石上。露右足，右手執念珠置於支起之右膝上，左手撐於坡石。
畫面右側畫插柳枝的淨瓶及竹林等，觀音背後有波濤洶湧的大海及裊裊祥雲，畫面左側雲端立一天王。海上畫雙手捧笏板上舉作禮拜狀的龍王，著紅色大袍，瞻仰觀音聖容；龍王身後有捧珠的玉女、握棒的夜叉等。畫面右下方肩臂繞紅色帔帛、跣足而立、雙手前伸作捧物狀者，當為善財童子。
此圖菩薩等造型嚴謹，勾勒細勁縝密，設色典雅明麗，不失為一幅工筆重彩的佛畫佳作。
