據《宋高僧傳》卷十八，泗洲大聖，又名僧伽，人稱僧伽大師。唐高宗龍朔元年（661）至楚州（今江蘇淮安一帶），屢現神異，深受眾人景仰。圓寂後，被視為觀音菩薩化身。
此造像面容慈祥，目光低垂，戴風帽，內著交領僧衣，外披袒右肩袈裟，上有鉤鈕。結跏趺坐於憑几之內，呈禪定姿勢。北宋時期（960～1127）各種材質的泗洲大聖造像多有實物遺存，此像堪稱為其中代表之作。
