甘肅省酒泉市敦煌市莫高窟第17窟出土。佛結跏趺坐於束腰仰覆蓮座上，身後有頭光及身光。目光略仰，身著袒右紅色袈裟，手施轉法輪印，神情安詳自在。兩側侍立二菩薩，皆有頭光，帔帛繞身，身姿柔軟，立於蓮台上。
此圖配置單純，佛、菩薩衣紋線條流暢，給人安詳之感。此圖推測可能是用來做為經卷卷首的插畫。
佛陀因應眾生的能力及根機，以不同的教法，化導利益眾生，稱之為說法。而轉法輪印常見於佛說法時，故又稱說法印。此印為二手拇指與食指相捻，其餘三指微微彎曲。象徵以法輪摧破煩惱，身心清淨。
