此浮雕以圓輪光及法輪柱隱喻佛陀說法，表現其在鹿野苑初轉法輪的場景。畫面中間台座上立一圓柱，柱頭上束腰蓮台承載法輪，另柱頭兩側二身童子各向斜上方托舉一法輪，象徵佛、法、僧三寶的三個法輪，或寓意三轉四諦法輪。柱礎兩旁蹲踞雙鹿。圓柱後方還有二重圓輪光，周緣以鋸齒紋表示火焰。柱右側站立三位比丘，左側站立二比丘及執金剛神，皆面向法輪柱合掌作禮，神態虔敬。
犍陀羅相關佛陀初轉法輪的作品中，常以三寶標及法輪為象徵，但用圓輪光的例子卻很少見。法輪與圓輪光在形態上相似，兩者共同借用日輪的形象，似乎意味著佛說法如同太陽普照世界，度化眾生。
