屬犍陀羅造像。佛陀波狀髮紋，有肉髻、白毫，雙眼睜大凝視遠方。身著厚重的通肩袈裟，衣紋稠密，雙手置於胸前。雙手雖已斷損，但據殘跡及台座前的法輪和雙鹿可推斷其施轉法輪印，表現初成道的釋迦牟尼佛於鹿野苑初次說法。
台座上鋪吉祥草，前面的雙鹿背對伏臥，回首轉向中央的法輪，是此題材犍陀羅造像的典型特徵。台座底部有少見的古婆羅謎（Brahmi）銘文，而非犍陀羅較常見的佉盧文（Kharosthi）。印度考古學家考證，此文字約用於貴霜王朝（約1〜3世紀）晚期至笈多王朝（約320〜550）早期，雖存有字跡，但無法判讀題記內容。銘刻題記在犍陀羅造像中並不普遍，推測該像的施主可能是印度婆羅門。
