The temple is located at the foot of Nanshan (South Mountain). Its construction started in 1995 and was completed in 1998.
The temple is built against the mountain and faces the sea. It occupies 5,500 sq m. It is built in imitation of Tang dynasty architecture with structures such as the Gate of Benevolent Kings, Tusita Inner Court, Golden Hall, bell tower, and the revolving sutra repository. There are also side halls in the east and west. Statues of Guhyapada and Narayana are enshrined within the Gate of Benevolent Kings, which is the main temple gate. The seven-bay wide Tusita Inner Court, also known as the Heavenly King Hall, has a single-eave hip roof. A statue of Maitreya Buddha is enshrined inside with the Four Heavenly Kings surrounding it. The Golden Hall, which is the Great Hero Hall, has a double-eave hip roof and houses statues of Sakyamuni Buddha, Amitabha Buddha, and the Medicine Buddha. A 108 m high statue of Avalokitesvara Bodhisattva was constructed by the sea in 2005. The temple and statue form part of the Sanya Nanshan Buddhism Cultural Tourism Zone.
