The temple was established in 1949 by Qinghe, also named Ciqing, a female Buddhist devotee, who took refuge under Master Taixu. In 1962, Qinghe invited the monk Zili to the temple to serve as advisor. A disciple of Master Cihang, Zili was well-educated and active in promoting Buddhist culture and teachings. In 1980, when Qinghe passed away, Zili took over as abbot and expanded the premises, adding numerous statues of Buddhas, Bodhisattvas, and Dharma protectors. The construction work was completed in 1985.
The two-story temple occupies 684.5 sq m and consists of the main hall, the lecture hall, the dining hall, the Hall of Gratitude, and the bell and drum towers. In 1991, the temple established the Cihang Clinic across the street.
