The stupa is located at Yong’an (Eternal Stability) Temple in Beihai Park. It was built in 1651 during the Qing dynasty, and reconstructed twice after being damaged by earthquakes in 1679 and 1731. During the Tangshan earthquake of 1976, it was again badly damaged and was repaired the following year. It also underwent major repairs in 2005.
The white-washed stupa is 35.9 m high. The square base has multiple corners followed by three steps leading up to the body in the form of an inverted bowl. There is a niche at the front with the Kalacakra Mantra inscribed inside in gold against a red background. The harmika at the spire has multiple corners. There are 13 stacked rings followed by a copper canopy and the finial, which consists of an upward crescent moon and a flaming jewel. Within the stupa, there are Tibetan scriptures and Dharma instruments.
