This tsatsa is thought to have been excavated from Toling Monastery. The main figures in the center of the tsatsa are the Buddha flanked by two Bodhisattvas. The Buddha has curled hair, a high usnisa, and a round face. A robe covers his left shoulder as he sits with legs crossed on a lotus throne forming the Dharmacakra (Dharma wheel) mudra. The two Bodhisattvas stand in tribhanga posture on lotus thrones. All three figures wear thin fitted garments and have nimbuses supporting them. They are surrounded by 24 small stupas, some of which have been lost.
At the top of the tsatsa, there is a trefoil niche containing a seated Buddha, outside of which there is a scroll leaf pattern. A Sanskrit inscription which is barely legible appears at the bottom.
